Understand that the present scheme of

esɛrs/p1 is for a railway from Wuchow to Pose and thence to Mengtze and Ssumao. The Governor of Hong- Kong vouches for the respectability of the firm and their agent here for their capacity to finance such a scheme. But his record does not inspire confidence and his statement

will (group omitted frequire?} confirmation. I am telegr- aphing to His Majesty's Consul-General at Canton for further

In spite of French statement they regard 1896 agreement as obsolete (group-entered fee="khabi) wide an incursion into southern Yunan as is proposed might be open to objection, and I am informed by Macdonald's agent that a line to lengtze only would be sufficient to tap miner - als deposits of that district.

While I have no information that the

Chinese wish to construct Wuchow-Pose-Mengtze line and am not sanguine that the project will materialize, I see no reason why we should not give it such support as circumstances may

seem to justify.
